The municipality's lot grading department issues final grade certificates. To apply for a final grade certificate, the topsoil must be graded to meet the engineered drainage plan for the yard, as shown on the lot's plot plan. Once topsoil is graded, a 3rd party surveyor will survey the area to ensure proper drainage elevations are met, and they will provide you with a survey report. This report is submitted to the lot grading department along with your final grade application. Once the lot grading department receives your application, they send out a inspector to do a visual inspection before issuing the final grade certificate.
Third party lot surveys can cost between $250 and $400 depending on the survey company or lot location. It is usually best to contact the survey company that preformed the rough grade as they often will provide some saving on the administration fee.
